講義概要/Course description

*英語に少々自信がなくとも、EU・ヨーロッパの政治に興味、関心がある学生の履修を歓迎します。


The EU is involved in a variety of activities around the world. For example, the EU is trying to uphold 
liberal norms such as democracy, human rights, and the rule of law around the world. It also promotes global free trade by signing FTAs (Free trade agreements). It is active in protecting the natural environment and leads international efforts to fight against global warming. Furthermore, it undertakes various actions to deter and resolve conflicts around the world.

Through these activities, the EU generally aims to maintain and strengthen a peaceful and liberal international order. However, in trying to achieve this, the EU faces many challenges and limitations. One such challenge is the "authoritarian turn" or "democratic retreat" emerging in countries around the world, including a few European states. The actions of major powers such as the United States (especially the former Trump administration), China, and Russia could also hinder the EU from achieving its global goals. Brexit could be another challenge, as the EU could potentially decrease its political weight on the global politics without the UK. Furthermore, there are times when the EU cannot form a unified position on global crises and issues.

With these points in mind, the main questions for this course are set as follows.  
- What are the positions of the EU and its member states on global issues such as global warming, the Ukraine crisis and China's growing economic power. Can the EU form a cohesive position or is it divided on global issues? 
-  Why can the EU sometimes become relatively more active than major powers in promoting liberal norms (democracy, fundamental and human rights, rule of law) around the world?
- What resources are generally available to the EU to exert influence in the world, and how much influence can it actually exert on specific issues or crises such as combating global warming?
- How might the UK's exit from the EU affect the EU's external activities and power?

The purpose of this course is to provide students with the knowledge and (possible) analytical perspectives to deepen their reflections on these questions.

After completing this course, students are expected to 
- have acquired basic knowledge of EU's foreign/external policies. 
- have understood main challenges and limitations faced by the EU in achieving its global aims. 
- have enhanced academic skills to analyse the tools and resources of influence which the EU can exert externally.
履修条件(事前に履修しておくことが望ましい科目など)/Prerequisite
There is no prerequisite for this course. But, if you take this course together with Introduction to the Area Studies: Europe (ヨーロッパ圏概論:前期) and International Politics in Europe (欧州国際政治論:後期), you can expect to gain a deeper understanding of EU politics.

事前学習/Preparation Each week, students are required to complete the assigned reading and submit a brief summary before class. In addition, each week, one or two students will give a presentation on a given topic based on the assigned reading.
事後学習/Reviewing Based on the content of the class, students will consider questions presented by the instructor.

補足事項/Supplementary notesThe first class will be offered online (on-demand). The classes from the 2nd week will be conducted in person but, depending on the situation of Covid-19 in Tokyo, it may switch to a real-time online class via Zoom.
