講義概要/Course description
|
いわゆるコロナ危機のなか、「貧困や不平等をなくすにはどうしたらよいのか？」「平和や自由民主主義をどう達成すべきなのか？」「すべての人に豊かな生活、健康、教育、仕事を保障するにはどうすればよいか？」が問われています。途上国の開発を巡るこうした問いは人類が問い続けてきた難題であり、「答え」が無い重要な課題の一つです。日本は1954年以降60年以上にわたり、欧米諸国とは異なった独自の考え方と方法に基づいて「政府開発援助（ODA）」を供与し、こうした難問の解決に挑んできました。
この講義では、まず、途上国開発問題や日本の開発援助について基礎的な理解を得ることを目指します。そのうえで、受講者は世界の難問について「常識」を疑いながら自分のアタマで考えることを求められます。講義はグループ・ディスカッションやロール・プレイング・ゲームなどを取り入れた双方向の内容とする予定です。前提知識は一切必要ありません。
How should we eradicate poverty and inequality? How should we achieve peace and justice? How should we guarantee prosperity, health, education, and decent work for all? Japan has been tackling these challenges for over sixty years, by providing aid (Official Development Assistance: ODA) to developing countries with distinctive aid philosophy and unique instruments.
This course firstly introduces a basic knowledge about development issues and Japan’s ODA policy. Then students are encouraged to think critically about the conventional wisdom on global agendas. The course will be interactive, with the combination of lecture, group discussion, and role-playing game. No prior knowledge is required.

|
途上国開発や援助に関する問題は、多様な学問の学際的なアプローチを必要とする分野です。また、高尚な理念と国際政治経済の生々しい現実が交錯する分野でもあります。
この講義では、こうした問題を素材に、「問題の本質がどこにあるのか」を鋭敏に見定めたうえで、「定説」を疑い、自らの頭で考え、他人を説得できる自分なりの見解をしっかりと持つという、皆さんが現代国際社会を生きていくうえで不可欠のリテラシー（基礎的素養）を実践することを目指します。具体的には、まず、開発問題や援助のあり方について建設的な議論と創造的な発想をするうえで不可欠の前提となる基礎知識を習得することを目指します。次いで、授業への参加を通じて、「自分なりの考え」を持ち、それを友人や講師と議論することの重要性、難しさと楽しさを体感することを目指します。 皆さんが留学で経験する英語講義の事前訓練の場に出来ればとも考えていますので、積極的な参加を期待しています。
The issue of development and international aid is an area where interdisciplinary approach among economics, political science, international relations, sociology and anthropology is required. Also, it is the intersection of lofty ideals and the realities of international politics and economy.
In this course, by using this challenging and interesting issue, basic literacy which is indispensable for you to live in the modern international society is actually exercised: that is, to grasp astutely the essence of the complex issue, to doubt constructively the “conventional wisdom”, and to have your own unique and persuasive idea about the issue. In order to achieve this goal, students are first requested to acquire basic knowledge about the issue of development and international aid which is indispensable for constructive discussion and creative thinking. Then students are encouraged to participate proactively in the class discussions, and thus to experience the difficulty, thrill and pleasure of debating the issue with friends and instructor.

履修条件（事前に履修しておくことが望ましい科目など）/Prerequisite
|
同時あるいは事前に履修すべき科目はありません。また、途上国開発問題やODAについての前提知識はいっさい必要ありません。 英語に自信がない方でも全く問題ありません（むしろ、英語に自信がなく、力をつけたいという方を大いに歓迎します）
There is no prerequisite for this course. No prior knowledge of development and/or international aid is required. No minimum requirement for English proficiency.

The course is participatory. In addition to the lecture by the instructor, group discussions and role-playing game would be conducted (subject to change in accordance with the number of registered students and the situaion regarding COVID-19). The classs are conducted by face-to-face (conventional format).

|
講師はしつこいほど皆さんに「なぜ？」という問いを投げかけ、学生のあいだでの議論を奨励します。上手く英語で発言できる必要は全くありません。皆さんが留学で必ず直面する英語授業を先に体験し、対策に役立ててもらえたら嬉しく思います。

講師は、開発援助機関（JBIC、JICA）や官庁（財務省）に勤務した経験がある実務家であり、その経験を活かした講義を行う。
The instructor has a exprience of working in aid implemntation agencies (Japan Bank for International Cooperation and Japan International Cooperation Agency) and in the Ministry of Finance. The lecture would be designed to reflect such experience
